Papers people often need
This is a common checklist, not New York City Housing Authority’s list. Bring what the authority’s application page names. Read the longer notes on papers.
A photo ID for each adult.
Social Security cards, or another paper the authority accepts, for people who have a number.
Proof of income, such as pay stubs or a benefit letter.
Birth certificates or another proof of age for children in the household, if the application asks.
A note about a disability only if you are asking for an accommodation or a deduction.
Applying is free. Do not pay a person, a website, or a text message that offers to add you to a waitlist or move you up one. A landlord can charge an ordinary fee to apply for an apartment. That fee is not a fee to join the housing authority’s list.
HUD lists the program type as Combined, which means both public housing and Housing Choice Vouchers. These counts are units the authority reported to HUD. They are not the number of people on a waitlist.

Housing Choice Voucher
A Housing Choice Voucher helps a household pay rent to a private landlord. The household finds the home. The housing authority pays a portion of the rent to the owner. People often call this Section 8.
The voucher is tied to the household, so the household can move to another unit that meets the program rules. The authority’s own page says where the household is allowed to live.
Public housing
Public housing is an apartment the housing authority owns. The household pays rent based on income, and the authority is the landlord.
A public-housing waiting list is for those apartments. It is a different list from a voucher that can be used with a private landlord.

A Fair Market Rent is HUD’s rent figure for a modest home. The 90% and 110% columns are HUD’s usual basic range around that rent. A housing authority adopts its own payment standard, and that adopted figure is published by the authority. This file stops at 4 bedrooms.
